The Queensland government has dismissed warnings of power shortages in the state by 2013.

In a new report on power production in Australia, the Australian Energy Market Operator
says Queensland needs to boost investment in power generation by 2013/14.

It says the state will be facing a 341 megawatt shortage by then.

But Energy Minister STEPHEN ROBERTSON says there's no cause for alarm and the shortage
figure will be reduced as more power sources are brought on line.

Sina Pushing in E-commerce Market with Mecox Lane Deal

SHANGHAI, Mar 03, 2011 (SinoCast Daily Business Beat via COMTEX) -- Sina Corporation (NASDAQ: SINA), one of the most renowned online service providers in China, is trying to make a push in the lucrative e-commerce market with an investment in Mecox Lane Ltd. (Nasdaq: MCOX).

Sina will shore up Mecox Lane in its evolution to an e-commerce company, said Charles Chao, chief executive officer for Sina, noting that Mecox Lane, with a majority of revenue to come from e-commerce business in the future, has built up its own sales network.

"The investment in Mecox Lane marks Sina's first push in the e-commerce market," pointed out Mr. Chao in a teleconference after the plan to buy a stake in the online apparel retailer was revealed, "Sina hopes to find an approach that leads directly to the e-commerce market, taking its vast user base and traffic base into consideration."

Mecox Lane, one of the fast-expanding online apparel and accessories retailers in the country, announced yesterday that Sina and China Dongxiang (Group) Co., Ltd. (SEHK: 3818) have agreed to buy a 29% stake in Mecox Lane from its two majority shareholders.

Under the agreements, Sina will buy 76.986529 million ordinary shares, representing 10.998075 million ADSs or around 19% of the outstanding shares, paying USD 0.8571 for each of the ordinary share or USD 6.00 for each ADS.

In addition, the two buyers have secured options to purchase additional shares, with Sina entitled to buy 48.254173 million ordinary shares and Dongxiang Group allowed to buy 18.306117 million at an exercise price of USD 1.1429 per ordinary share or USD 8.00 per ADS.

The e-commerce market, especially the business-to-consumer (B2C) segment, have been growing at a brisk pace in the past six quarters, driving up advertising revenue for Internet portal operators like Sina, according to Mr. Chao.

Sina will get a representative appointed as director at Mecox Lane after the deal. Kelvin Yu, a vice president for Sequoia Capital, will step down as director of Mecox Lane. The shares to be acquired by Sina and Dongxiang Group will enter into a one-year lock-up period starting from the closing date of the deal.

The strategic cooperation with Sina and Dongxiang Group will give Mecox Lane a boost on its way to the leader in the online fashion shopping market, said Alfred Gu, director and chief executive officer for Mecox Lane. The company and Sina will work together in online marketing and will see each other as the most preferential partner in online advertising products and services.

Police are appealing for witnesses to an attack in Melbourne's west .. which has left
a 24-year-old Sunshine man with serious head injuries.

The attack's believed to have occurred on the corner of Farnsworth Avenue and Ballarat
Road about 2pm (AEDT).

A 21-year-old Caroline Springs man has been charged with recklessly causing serious
injury and assault by kicking.

He's been bailed to appear in February in Sunshine Magistrates Court.

Fed: 2GB finishes year on top

SYDNEY, Dec 15 AAP - Talk station 2GB has finished 2009 with a significant lead over
its competitors.

In the final Sydney radio ratings survey of the year, 2GB has recorded an impressive
14.9 per cent share, up 1.2 percentage points from the last survey.

It's way ahead of its nearest AM competitor ABC702, which scored a 10.7 per cent share.

Rival 2UE is next with a 6.7 per cent share.

2GB's gains come largely thanks to breakfast king Alan Jones, who now holds a staggering
18.6 per cent share of the market, after growing two percentage points.

The station's overall dominance is also up from the same time last year.

In the FM market, 2DAY FM is on top with a share of 11.1 per cent, up from 9.8 per
cent in the last survey.

It places it second overall when combining both the AM and FM markets.

2DAY FM is followed by Nova 969 (8.7 per cent share) and WSFM (6.3 per cent).

Breakfast duo Kyle Sandilands and Jackie O strengthened their lead to have a 12.5 percent share.

Rival presenters Merrick and Rosso and Kate Ritchie, who had their final show together
earlier this month, meanwhile, bowed out on a high.

In the period from the end of September until December 5, their breakfast show grew
1.7 percentage points to have a 10.5 per cent share.

Ms Gillard said it appeared that employers were substituting part-time jobs for full-time jobs.

"That is a reflection of the fact that many employers, working cooperatively with employees
and with trade unions, are striking innovative arrangements to keep people attached to
work during these difficult days."

The deputy prime minister said it was better for bosses to keep staff rather than face
a skills shortage when the economy recovered.

"I think employers from past economic downturns have concluded that it can be better
for business than losing staff today, only to need to recruit new skilled staff and not
being able to find them when the economy turns to growth," she said.

Ms Gillard said the unemployed would have the opportunity to retrain.

"The government will continue its massive investment in training to ensure that for
those people who do find themselves out of work have an opportunity to learn new skills
that will serve them well when the economy improves," she said.

The minister said Australia's jobless rate of 5.8 per cent would have been worse if
the government had not put in place stimulus programs.

"This is a better than expected result in the face of the worst global recession in
more than 75 years," Ms Gillard said.

"There is no doubt that without decisive action, unemployment in this country would
be much worse."

The government's stimulus programs have been geared towards infrastructure programs,
designed to create jobs and boost local economies.

A senior government figure says the debate is crucial to Victoria's water planning.

He's told Fairfax newspapers with desalination plants and other water initiatives coming
in .. the back yard rainwater tank has been singled out as something that may not be warranted
in the future.

Currently water tanks and solar hot water is required for every new home.

Bureaucrats close to Water Minister TIM HOLDING argue tanks should be left to personal
choice when the desal plant comes on line .. but others .. including Planning Minister
JUSTIN MADDEN .. favour keeping tanks in the new code.

A leading expert in water tanks .. University of Melbourne systems scientist and microbiologist
PETER COOMBES .. has been commissioned by the government to review the future of the water
tank.



Two reports by Professor COOMBES question the wisdom of the government's reliance on
big spending to secure water supplies .. and suggest taxpayers could save billions if
the state's reliance on expensive water infrastructure was reduced.

Professor COOMBES declined to comment on his reports .. but says his work shows 120
gigalitres of water could be saved each year if every Melbourne home had a water tank
.. doubling previous estimates of the possible savings from Melbourne's water authorities.

A decorated ambulance officer has appeared in a New South Wales court .. charged with
attempted murder and setting fire to a home.

DAVID HIGGINS has faced Newcastle Local Court today .. charged over an attack on Wednesday.

The 46-year-old received a bravery award in 1998 after he braved the flames of a burning
car wreck to save a speedway driver.

He's also well-known as a hero of the 1989 earthquake .. who clambered through rubble
searching for survivors.

The Newcastle Herald says HIGGINS' 35-year-old former partner suffered severe lacerations
and bruising in the alleged attack on Wednesday afternoon around 2 o'clock (AEDT).

It says the Lambton house they once shared has been severely damaged by fire.

HIGGINS didn't apply for bail and it was formally refused.

He's been remanded in custody to appear at the same court on January 9.

Liberals state president DAVID KEMP says it's a standard decision for the party not
to stand candidates in safe Labor seats.

By-elections will be held in the seats of Williamstown .. formerly held by Mr BRACKS
.. and ALBERT PARK .. held by Mr THWAITES .. his longtime deputy.







Mr BRACKS had a 25 per cent margin in Williamstown .. but Mr THWAITES held his seat
by a margin of less than 10 per cent.

in both seats .. but has accepted the strategic decision's in the long-term interests
of the party.

Vic: Widow sent to trial for millionaire's murder

MELBOURNE, Feb 1 AAP - The widow of a Melbourne millionaire was today ordered to stand
trial for his murder.

Diane Griffey, 43, is accused of bludgeoning her estranged husband Michael Griffey
to death with a blunt metal object in the garage of the family's Pakenham home between
2.25pm and 2.55pm (AEDT) on December 29, 2005.

Griffey told police she discovered her husband's body about 9.30pm on January 2, 2006,
with the couple's youngest daughter, Cassandra.

Today, she reserved her plea at the conclusion of a committal hearing in the Melbourne
Magistrates' Court.

Crown prosecutor Boris Kayser said two crucial pieces of evidence linked Griffey to
her husband's murder: the fact she knew his body was wrapped in a black and white sheet
underneath a grey car cover, and two text messages she sent to herself from her husband's
mobile phone.

Ambulance officer Mark Mahoney was the first emergency services person at the scene.

He told police when he entered the garage he had to pull back the grey car cover covering
the body to see the black and white sheet underneath.

Griffey mentioned the sheet to police but said she learnt of if when reading a newspaper.

"It is not possible that Mrs Griffey knew that there was a black and white sheet around
the body unless she was there when that black and white sheet was placed around the body,"

Mr Kayser told the court.

Griffey received two text messages from her husband's mobile phone at 4.45pm and 4.31pm
on December 29, 2005.

Phone records show the mobile phone messages were sent and received via the same tower.

"It is stretching the long arm of coincidence right out of its socket to find otherwise
that Mrs Griffey had them both," Mr Kayser said.

Christopher Dane QC said the prosecution had failed to establish Mr Griffey died before
3.35pm on December 29, 2005, and Griffey's opportunity to kill her husband expired at
that time.

He said Shannon Meakins, the son of Griffey's boyfriend Rodney Meakins, went into the
garage during a New Year's Eve party at the Griffeys' Pakenham property and did not notice
a body or any odour.

Mr Kayser said a jury could be entitled to discount the evidence of Mr Meakins, who
was aged 16 at the time and had been drinking.

Griffey told her husband's girlfriend she accepted her husband's string of lovers,
Mr Kayser said.

"But when it became clear that her husband was spending all this money on cars, that
provided the motive ... because her family's future was in danger," he said.

He said the Griffeys' plaster transport business was "beyond bankrupt".

Magistrate Paul Smith said he had difficulties with the case but did not want to usurp
the role of a jury.

He ordered Griffey to appear in the Victorian Supreme Court on April 24 for a directions
hearing, and extended her bail.

cloning.

Mr CARR says people with views like those held by Mr ABBOTT shouldn't be allowed to
hijack the debate.

Supporters of the research say it could help find cures for conditions like spinal
injuries and motor neurone disease.





Mr CARR championed the cause for embryonic stem cell research in 2002 when he brought

Mr ABBOTT has argued that allowing therapeutic cloning would put Australia on a slippery
slope to the reproductive cloning of humans .. and could even open the door to creating

Qld: Men charged after police officer hit

BRISBANE, April 10 AAP - Two men have been charged with the attempted murder of a police
officer knocked off his motorcycle and dragged behind a stolen car on the Gold Coast.

The alleged incident occurred at Southport last Thursday about 8.45pm (AEST) and the
officer needed hospital treatment for bruising.

Police said the motorcycle patrolman had been following a stolen car which turned into
a driveway, and then, with its lights switched off, reversed back onto the road into the
path of the bike.

The officer was knocked down and dragged by the car for a short distance.

The vehicle was later found burnt out in nearby Labrador.

Police said they arrested two men, aged 32 and 33, at Maroochydore on the Sunshine
Coast, north of Brisbane, today.

The pair will appear in the Maroochydore Magistrates Court tomorrow charged with attempted
murder, unlawful use of a motor vehicle as well as arson and stealing.

It'd been awhile since I'd bumped into the always scintillating Andy Balterman, a reference librarian in art and music at the main branch downtown. I wondered if the internet was about to put him out of the business of finding answers to people's questions. Absolutely not, said he:

You never know what kind of doors an odd question might open. Just the other day, for instance, Andy received a query in the form of an e-mail from a woman who wanted to know if he could provide her with any information about the Magic 8 Ball. You probably had a Magic 8 Ball as a kid. You'd ask it a yes-or-no-type question, flip it over and an answer would appear. You might get a ''Yes, definitely'' or a ''My sources say no,'' depending on how gravity happened to impact the little 20-sided answer icosahedron suspended inside the jar of inky fluid hidden inside the mysterious black plastic orb.

It turns out Andy was better equipped than any search engine and more qualified than any reference librarian in the world to respond to that question.

Andy grew up in North Avondale in the '50s. His dad, Dexter, owned the Stuart Manufacturing Co., which made inexpensive plastic toys. The company manufactured the Wonder Wheel Designer, a toy bazooka, the Prize Animal Farm Set, the Jr. Gearshift and the Spin-a-Plate (you spun the plate on a thin dowel rod, circus-style).

Located downtown at 337 W. Fifth St., Stuart was known best for its little cowboy-and-Indian playsets, based on a 1953 Roy Rogers Double-R Bar Ranch premium created for Post cereals. As a kid, Andy was up to his ears in tiny plastic cowboys and generic Commancheros. All the kids knew Andy's dad made toys for a living, which, in Andy's mind, gave Andy a certain savoir-faire his peers lacked.

Around the third grade, Andy learned an Opie-like lesson in humility when Richard Korey moved next door. Richard's dad, Sidney, owned Alabe Crafts, manufacturer of a series of fortune-telling devices - starting with the Syco-Seer, leading to the Pocket Fortune Teller and culminating with the Magic 8 Ball.

From its international headquarters on the other side of West Fifth from Andy's dad's business, Alabe marketed a number of variations on the prognosticating 8-Ball theme. These included a flash-plated chrome model sold with a wacky plastic magician's mask and a red-and-gold lame turban, called ''The Crystal Ball.''

There was also a hillfolk version called ''Happy Fanny,'' featuring a gap-toothed mountain gal smoking a corncob pipe, elegantly packaged in a box designed to resemble an outhouse.

But none was as popular as the Magic 8 Ball, which, by the way, celebrates its 50th anniversary this year.

I thought he could have given himself time to grow into the role. Addressing climate change and reducing greenhouse gas (GHG) emissions are major policy issues worldwide. According to the U.S. Environmental Protection Agency's (EPA) Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2008, the transportation sector is responsible for 32 percent of all carbon dioxide emissions from fossil fuel combustion in the United States. Given this significant contribution to GHG emissions, reducing the transportation sector's fossil fuel use represents an important component of Federal, State, and local efforts to cut emissions.

There is an additional reason for the transportation sector to be concerned about climate change: potential impacts on operations and infrastructure. Increases in temperature, sea level rise, and the intensity and number of storms could have serious impacts on the transportation network. For example, sea level rise could damage infrastructure in low-lying areas and make coastal highways and bridges more vulnerable to storm surges. The U.S. Department of Transportation (USDOT) announced the Transportation and Climate Change Clearinghouse Web site at the Transportation Research Board's 88th Annual Meeting in January 2009. Developing the Clearinghouse

USDOT created the clearinghouse under the National Cooperative Highway Research Program with additional funding from the Department's Center for Climate Change and Environmental Forecasting. To develop the site, USDOT enlisted help from representatives from EPA and State departments of transportation (DOTs). Eleven practitioners from State DOTs and metropolitan planning organizations participated in usability tests on a beta version of the site, providing valuable insights on content, functionality, and ease of navigation.

The clearinghouse facilitates peer-to-peer information sharing and technical capacity building by serving as a virtual portal for information exchange between Federal, State, and local transportation practitioners, researchers, and nongovernment organizations. America's job training system is working.(NEWS ANALYSIS)

If there is a single mantra that is heard over and over again, it is that the country must find a way to put Americans back to work. Though a major obstacle to putting people back to work is a lack of jobs, another obstacle is the mismatch between the skills of unemployed workers and what business needs. This mismatch has contributed substantially to the slow. rate of return of America's unemployed to the workforce.

Recognizing this is one part of the solution. Addressing it head on is yet another part. There is at least one important way to address this problem at the local level and that is through the nation's workforce development system. Established by the Workforce Investment Act (WIA), the nation's workforce development system is designed to provide a wide range of services to individuals in need of job training and placement assistance.

For example, last year, the workforce development system provided more than 10 million Americans with a wide range of services including apprenticeships, job training, basic education and job placement assistance. More than 8 million of those came through the Workforce Investment Act system alone. The remainder came through a range of workforce development programs designed to meet the needs of specific populations like migrant workers, American Indians, seniors and youth. And if you add those who received Internet-based assistance, an additional 8.5 million adults were helped.

As one travels across the country, one will find example after example of individual job training programs that have provided individuals with excellent job training assistance that have resulted in them being, placed in well-paying if entry level jobs. Programs funded by the WIA are placing nearly 60 percent of their enrollees in jobs paying on average nearly $14,000 per year. And of those in jobs, nearly 80 percent were still on the job after one year.

The reasons for these successes have much to do with the very creative and effective ways WIA programs develop and implement programs.

In Eugene, Ore., for example, 67 manufacturers, Lane Community College, the Lane Workforce Partnership, local high schools and the Society of Manufacturing Engineers came together to establish an alliance that was designed to raise awareness about careers in manufacturing among the residents of the Eugene area, and to ensure alignment of local training programs with manufacturing business needs.

The alliance sponsored manufacturing-education forums, tours of local manufacturers, business speaking engagements in the high schools, a booth at career fairs and an annual manufacturing workforce summit.

A manufacturing careers website (www.lanemanufacturing.org) was also developed that provides information to the community about manufacturing careers, local manufacturing businesses, and where to find training.

The Lane Workforce Partnership also designed a program to promote health care sector jobs and to provide training and employment assistance to those interested.

Working with the Community Health Care Education Network, the Lane Workforce Partnership developed a strategic plan to address the health workforce shortage, leveraged and distributed scholarships targeted at jobs in health care, developed an entry-level worker wage progression and career pathway program with McKenzie-Willamette Medical Center, Peace Health Laboratories and Peace Harbor Hospital, and leveraged state lay-off aversion funds to retrain individuals so they could move into demand jobs.

As a result of this effort, 70 percent of the students pursuing training in health care completed training and become employed in the industry making between $14.64 and $28.82 an hour as certified nursing assistants, medical office assistants, health records technicians and physical therapy assistants.

In the Louisville, Ky., metropolitan area, the demand for registered nurses was outstripping supply, and major hospitals were finding that they had a shortage of qualified staff. Two healthcare systems in Louisville turned to KentuckianaWorks, Greater Louisville's Workforce Investment Board, to help both their hospitals and their employees.

Working with local health care providers, KentuckianaWorks implemented an incumbent worker training program that trained and placed 30 licensed practical nurses (LPN) in registered nurses (RN) positions. Wages increased from a maximum of nearly $20 per hour to nearly $32 per hour, and the shortage of RNs was successfully addressed.

KentuckianaWorks health care job training programs have had a substantial impact on the overall employment rates for health care professionals. From 2008 to 2010, the vacancy rate in healthcare positions, excluding RNs, decreased from 8.5 percent to 5 percent, while the vacancy rate for RNs decreased even more significantly from 8 percent to 4.2 percent in the Greater Louisville region.

With KentuckianaWorks training 1,200 individuals in healthcare training (384 as RNs) over the past three years, Workforce Investment Act funding continues to provide critically needed workers in fast-growing industries and to remain relevant to the needs of both the workforce and employers.

In Virginia's Hampton Roads area, six municipalities, including Hampton, came together to create the first regional workforce development center, which now houses the Thomas Nelson Community College's workforce training programs, Old Dominion University's Peninsula Higher Education Center and the employment programs of the Virginia Employment Commission and the Peninsula's One-Stop Career Resource Center.

The two-story, 92,000 square foot facility provides workforce training and employment programs to the entire Virginia Peninsula Community, serving everyone from high-tech companies moving to the Peninsula, to existing businesses seeking to improve workers' skills, to individual job seekers.

The center is equipped with a flexible manufacturing lab, high-tech computer and research labs, career and employment assistance programs, a high stakes testing center and a career resource center.

This facility has been a key asset in the region's economic development efforts and has contributed to the expansion, retention and attraction of existing and new businesses.

Examples included a four-year advanced manufacturing grant that was able to place more than 4,000 individuals in jobs in more than 70 companies and the creation of a partnership with expanding businesses that resulted in the screening and hiring of 600 workers in the expansion of a local manufacturer.

These successes, along with countless others across the country, demonstrate the impact that the Workforce Investment Act has had on local communities and their residents.

Through very tangible and distinct projects--health care for some, advanced manufacturing for others--these programs have placed individuals in well-paying jobs that also include the possibility for career ladders.

As Congress and the Administration continue to grapple with significant unemployment, slow jobs growth, slow economic growth and generally unfavorable economic conditions, the nation should not hesitate to continue to look to the Workforce Investment Act system to help get America back to work.

HUNTER'S BAG 7,744 WILD TURKEYS DURING FIRST WEEK OF THE SEASON SEASON CONTINUES UNTIL MAY 15.

Ohio hunters harvested a preliminary total of 7,744 bearded wild turkeys during the first week of the spring turkey-hunting season, which is open statewide through May 15, according to the Ohio Department of Natural Resources (ODNR), Division of Wildlife.

Top counties for wild turkeys killed last week were: Tuscarawas - 259; Guernsey - 247; Ashtabula - 241; Knox - 238; Harrison - 224; Adams - 213; Coshocton 210; Muskingum - 207; Licking - 199; and Columbiana - 191.

The Division of Wildlife estimates that more than 70,000 people will hunt turkeys during the four-week season. Legal hunting hours are one-half hour before sunrise until noon from April 18 to May 1, 2011. Hunting hours May 2-15 will be a half hour before sunrise to sunset. Ohio's wild turkey population was estimated at 200,000 prior to the start of the spring season.

A special youth-only hunt for hunters age 17 and younger was held statewide on April 16-17. Young hunters killed an additional 1,455 birds statewide.

Only bearded wild turkeys may be taken during the spring hunting season. A hunter is required to check in their turkey by 11 p.m. on the day of harvest. Hunters with the proper permits may take a limit of two bearded gobblers during the four-week season, but not more than one wild turkey per day.

Hunters must still report their turkey harvest, but they are no longer required to take their turkey to a check station for physical inspection. Instead, hunters have three options to complete the new automated game check:
